Job Description

Job Purpose

As an Assistant Quantity Surveyor, your role will be to support the successful delivery of UU's Network Maintenance Programme by providing a professional quantity surveying service. The service will be undertaken in accordance with high professional standards and in compliance with regulatory and company procedures and policies.


Job Accountabilities

  • Supporting Pre and Post-Contract award providing a complete commercial function for all of United Utilities Works expenditure with external suppliers responsible for the provision of Works contracts to ensure that all UU Works contracts are delivered in accordance with the contracted terms and conditions and that all issues are mitigated and managed to protect UU commercial interests.
  • The specific accountabilities will generally be carried out under the supervision of a Quantity Surveyor or Senior Quantity Surveyor.
  • Responsibilities will include procurement of work packages or discrete one-off works contracts, using a range of procurement strategies to deliver target benefits and financial savings.
  • Manage key stakeholders internally and to assist the delivery of the procurement strategies.
  • Communicate and influence contractor, suppliers and internal stakeholders and promote a professional approach to supply chain activities, with the aim of protecting the company in respect of both commercial and contractual risk
  • Support the Quantity Surveying team in implementing continuous improvement programmes
  • Provide contractual and commercial advice and assistance to the business; identify, assess, administer, and manage associated risks.
  • Ensure all procurement activity complies with internal procedures and, where appropriate, the EU Procurement Legislation operating a best practice EU compliant pre-qualification system with feedback
  • Commercially manage a portfolio of Works contracts to ensure that they are delivered in accordance with the contracted terms and conditions and that all issues are mitigated and managed to protect UU commercial interests.
  • Manage post-contract commercial processes and procedures to deliver key commercial requirements on projects. These will include Early Warning and Change Control Management; Cost Forecasting; Payments; Cost Auditing and agreement of Final Accounts.
  • Negotiate and resolve contract claims/disputes and support senior managers in the resolution of escalated issues.
  • Attend progress meetings and site visits.
  • Maintain contract data with a high degree of accuracy to support robust Management Information and Reporting.
  • Work closely with and support other members of the project team, including suppliers, ensuring that all relationships are professionally and appropriately managed.
  • Provide the Project Team with general guidance and advice about commercial issues.
  • Support the Quantity Surveying team  in implementing continuous improvement programmes
  • Support the Supply Chain Management team and embed good commercial practices and expertise on UU contracts.
  • Note: This list is not exhaustive and may be extended to include any other ad-hoc duties and responsibilities required from time to time.


Knowledge and Skills

  • Quantity Surveying Degree or equivalent
  • Relevant experience supporting the RICS Professional Experience Route
  • Have a knowledge and understanding of pre and post contract commercial management for construction works
  • Have a knowledge of key quantity surveying processes, tools and methodologies used across the whole project life-cycle
  • Be able to apply that knowledge to produce commercial benefits for the company.
  • Knowledge of standard forms of construction contract (Preferably NEC suite of contracts) and be comfortable with administering bespoke agreements.
  • Have an aptitude and willingness to continue to develop and apply knowledge gained during ongoing training and experience to situations encountered in the working environment.


Desirable Criteria

  • Registered as a student member of a relevant institution (e.g. Royal Institution of Chartered Surveyors, Institution of Civil Engineers or equivalent) and committed to achieving chartered status by personal endeavour with the support of the Company.
