Compliance Monitoring Officer

Salary: £30,603 - £38,256 dependent on experience + quarterly bonus + pension + 25 days holiday

Location: Livingstone House, Leeds

Purpose of the role

The successful candidate will provide support to the Compliance Manager in ensuring that the business is compliant with regulatory and legal requirements in relation to markets and other corporate obligations in the water industry as set out by Ofwat, the CMA and other associated regulators.

This role will act as a technical expert to the business on Compliance risks and influence decisions on changes to procedures and policies to ensure compliance.

The Compliance Monitoring Officer will ensure compliance risks are identified and controls are in place to mitigate any risks.

They will conduct compliance monitoring across the business in line with the annual Compliance Monitoring Plan and will be expected to proactively intervene when identifying risks through compliance reviews.

They will be responsible for analysing complex data and regulations to identify risks and recommend controls and corrective actions, by consulting with internal stakeholders to ensure risks are mitigated in a timely manner. The Compliance Monitoring Officer will develop training materials and deliver training to the business to manage lessons learnt and new legislation requirements.

They will also be expected to provide cover for the Compliance Manager when needed.

Key Accountabilities

In the role of Compliance Monitoring Officer, you will be responsible for:

  • Providing compliance advice to influence decision-making across departments; providing analytical input into the development of solutions
  • Assist in completing, updating and reporting of the Compliance Monitoring Plan
  • Conduct risk based thematic reviews within the first line of defence to test controls and effectiveness
  • Promptly manage any emerging issues or regulatory breaches, recording end to end query management and conducting subsequent root cause analysis, implementing any remedial action
  • Providing analysis and identify trends on complex data
  • Monitoring of KPI's and gathering management information
  • Producing regular reports and performance dashboards for the Board Audit Committee, Yorkshire Water Leadership team and external stakeholders
  • Undertaking regular risk reviews across Yorkshire Water, ensuring these are being appropriately managed with controls in place. This will also involve communicating the risks and escalating the risks as required
  • Take ownership of compliance projects within processes, e. g. policy and procedure drafting, Design and implement first-line assurance tools and deliver training on regulatory and compliance issues, frameworks and practical first-line assurance activity.
  • Promote and raise awareness of applicable regulations across the business and pro-actively liaise with stakeholders to influence and understand assurance needs and prioritise assurance and reporting activity accordingly.
  • Supporting the publication of the annual Compliance Statement
  • Liaising with colleagues to understand assurance needs and prioritise assurance and reporting activity accordingly
  • Managing any administrative tasks required for the Compliance Team. This could involve managing audit trails, writing letters for external or internal contacts, documenting procedures and managing the compliance inbox.
  • Benchmarking performance across the Industry, working with external stakeholders and regulators to gain insight
  • Proactively identifying and delivering continual improvement

Knowledge and Skills Required

Essential:

  • Degree or Qualification or significant experience in compliance, risk management and / or assurance
  • Strong networking, interpersonal and influencing skills
  • Good knowledge and use of assurance practices and principles
  • Experience of writing and implementing frameworks and policies
  • A self-starter who can take initiative and work under their own supervision
  • Self-driven, able to identify and source data and information to support analysis
  • Develops and maintains effective internal and external relationships
  • Holds the highest standards of integrity and ethics

Desirable:

  • Previous experience gained within the water sector, or broader regulated utilities
  • Knowledge of the Competition Act, the Water Industry Act 1991, the Water Act 2014, the Wholesale- Retail Code and the Market Arrangements Code
  • Knowledge of the Modern Slavery Act
