    The purpose of this role is to provide support to the unregulated Services business in the negotiation of commercial contracts and support in project related contractual services. 
    The essential responsibility is to contribute to and support a centre of contractual excellence by leading the negotiation of upstream contract terms and conditions with clients in association with our legal resource. Contracts will cover the whole spectrum of construction including consultancy, design and build, finance, operation and maintenance including involvement in the development of collaborative relationships. Markets will include rail, airports, defence, nuclear, industrial and commercial and involve traditional and creative technology solutions.
    This development position would include training and suit a graduate who has an interest in contracts, construction, project management, tendering and interaction with clients.
  1. Provide commercial contract guidance to the Services business to develop all opportunities, bid development and contract negotiation.
  2. Ensure the provision of legal services through the defined legal interfaces with internal corporate and external legal.
  3. Provide contractual acceptance justification and support in the governance process.
  4. Provide guidance to Procurement to ensure head contract commercial terms are understood and can be applied to the sub-contracts.
  5. To ensure that accomplished contracts are handed over to the delivery teams and documented so that there is an understanding of the salient points and rationale behind their negotiation.
  6. Provide support to the Business Operations Manager (GRC) in the implementation of their responsibilities.
  7. Support the Services management team in the production of reports and response to commercial queries where required.



The governance, risk and compliance functions in Services are headed by the Business Operations Manager (GRC) who reports to the Head of Client Delivery & Business Operations.


The Contract Specialist will report to the Business Operations Manager (GRC) and will be a member of that team in our Client Delivery and Business Operations division of the unregulated Services directorate.


You will have a good level of commercial experience and the necessary experience to lead and advise on the commercial terms and the negotiations throughout the development and bidding for new business.



  1. Educated to degree level or equivalent in a technical field such as engineering, law, accountancy, quantity surveying etc. or can offer relevant experience
  2. It would be an advantage to have studied or have experience in commercial contract constructs and exposure to a commercial tendering and negotiation environment.
  3. Additional experience of PFI/PPP, joint venture, shareholder contracts and other forms of concessions would be welcome but not essential as training will be given
  4. This position would suit an inquisitive person who has a methodical thought process, has a sharp eye and is keen to learn.
  5. Social awareness combined with excellent interpersonal skills
  6. Diagnostic with skills in organisation  and planning
  7. Identify problems, understand important issues, investigate alternatives and apply commercial shrewdness
  8. Experience of networking with a variety of people at all levels in an organisation
